SAFCOL Funding: Tenders, Purchase Order Funding and Invoice Discounting

SAFCOL supplier funding at a glance

Fund The People supports eligible SAFCOL tender-linked transactions with our Purchase Order Funding Solutions before delivery and our Invoice Discounting Solutions after completed work has been accepted and invoiced. Start with a deal value of at least R250,000. Our team verifies the purchaser, supporting documents and payment conditions before confirming eligibility and proposed terms.

Choose the route that matches your business today: SAFCOL tenders and quotations to find work; SAFCOL purchase order funding to cover approved supplier costs; SAFCOL invoice discounting for an accepted unpaid invoice; or SAFCOL funding guidance to identify the right stage.

SAFCOL funding: choose the right transaction stage

Supplier funding connects finance to the order your business must deliver or the accepted invoice it is waiting to collect. For SAFCOL work, first identify the actual purchaser and the cash-flow gap. An advertised tender is a chance to bid; an award or authorised order identifies the work; completed and accepted delivery establishes the stage at which invoice discounting can be considered.

Use our Government Tender Funding Solutions for an eligible awarded public-sector transaction, our Purchase Order Funding Solutions when approved supplier inputs are needed before fulfilment, and our Invoice Discounting Solutions when eligible accepted work has been invoiced. Describe the stage clearly in your four-step funding application so our team can assess the appropriate route.

SAFCOL purchase order funding

SAFCOL purchase order funding concerns approved supplier costs for an eligible awarded order before delivery. Choose Fund The People for our Purchase Order Funding Solutions when your business has an authorised public-sector tender-linked order and needs funding to fulfil it. A purchase order records what the buyer ordered; the supplier quotation establishes what your business needs to pay.

Present the authorised SAFCOL procurement contract or order and the supplier costs it creates. Explain the work location and delivery schedule. A timber purchase or a general commercial opportunity should not be represented as an awarded public-sector supply order. Fund The People assesses the documented purchaser and transaction.

Our team needs to understand the awarded transaction, the authorised purchaser, the supplier costs and the route to delivery and payment. Bring the award or contract, the issued purchase order where applicable, current supplier quotations and the company information requested for assessment. A framework appointment, bid submission or supplier registration alone is not an issued order. Distinguish the full contract value from the specific delivery that needs funding.

Fund The People provides our own Funding Solutions for qualifying government and municipal tender-linked transactions. Private corporate purchase orders and invoices fall outside that scope. Public-sector status does not make every transaction eligible: the issuing entity, documents, costs, delivery plan and payment conditions must be assessed. Review our Purchase Order Funding Solutions document guide and apply with your awarded order.

SAFCOL invoice discounting

SAFCOL invoice discounting concerns an eligible unpaid invoice after the ordered goods or services have been delivered and accepted. Choose Fund The People for our Invoice Discounting Solutions when the completed public-sector tender-linked transaction, invoice and buyer can be verified. The invoice amount, approved advance, charges and settlement arrangements are established during assessment.

Keep the receiving site's accepted delivery or service record and any equipment handover evidence required by the order. Link invoice quantities to the actual accepted supply.

An eligible unpaid invoice is assessed at a different stage from a purchase order that still has to be fulfilled. Keep the invoice, buyer acknowledgement and delivery or service acceptance together. Our Invoice Discounting Solutions are subject to verification of the invoice and transaction. Use the supplier handover checklist to make the evidence of fulfilment easier to follow.

Prepare the authorised order or contract, the invoice, acceptance evidence and the payment terms. Identify any credit note, dispute, existing cession or prior funding arrangement so the outstanding receivable can be checked accurately. Our invoice discounting eligibility guide explains the assessment records. Start the SAFCOL invoice discounting application with evidence for the specific amount still unpaid.

SAFCOL tenders and quotations

SAFCOL publishes separate current-tender and RFQ information, with a broader procurement-opportunities section. Check both the opportunity type and its status. A forestry search can also return timber sales or other commercial activity; those results are not automatically invitations for your business to supply SAFCOL.

Use the issuer name together with the product or service you actually supply. Save the notice reference, official document link, buyer, delivery site and deadline in one shortlist. A search result is a starting point; the latest official notice and its addenda govern your response. An archived advertisement or an awarded-bid list does not establish that an opportunity is still open.

Tender and funding terms for SAFCOL suppliers

Forestry procurement · site-specific delivery. Read whether the SAFCOL notice concerns a purchase from suppliers or another forestry transaction. For an awarded supply order, price the actual site and delivery requirements, then preserve the receiving record. The organisation name alone does not establish the type or eligibility of the transaction.

  • State-owned enterprise (SOE): An enterprise owned or controlled by the state. The label does not mean that every public organisation has the same legal form, procurement process or funding eligibility.
  • Request for quotation (RFQ): A buyer’s request for a supplier to price a defined requirement and submit the information specified in the notice.
  • Supplier quotation: A supplier’s priced offer for goods or services, stating the scope and relevant commercial conditions such as validity, delivery and payment requirements.
  • Proof of delivery (POD): A record supporting that specified goods reached the stated recipient or delivery point. The buyer’s process determines the evidence required.

Understand the buyer and the contract

Identify whether SAFCOL is buying goods or services, or whether the notice concerns another type of forestry transaction. Read the contracting purchaser, site and scope together. The transaction can involve a particular operating location rather than a delivery to a central office. This affects both supplier pricing and the documents needed for a funding assessment.

Supplier registration and bid preparation

Follow the current tender or RFQ's supplier requirements and requested CSD evidence. Where the scope involves machinery, forestry services or site work, check the technical experience, equipment and registrations required. A general supplier profile does not establish that a business can perform the specialised work advertised.

Prepare a current CSD supplier report where required, and check your CSD status and banking verification. Read the bid returnables individually. The notice may ask for declarations, tax information, evidence for its preference claims, technical experience, a sector registration or a briefing attendance record. Follow the actual checklist rather than assuming that a previous successful bid used the same documents.

SAFCOL RFQs and supplier funding: a readiness checklist

Before responding to SAFCOL tender opportunities, check the notice reference, closing time, amendments and delivery scope. SAFCOL quotations must answer the buyer’s actual requirements. Check whether the notice asks your business to supply SAFCOL or describes a timber sale or another commercial transaction. Price the named forestry or processing site and its actual delivery requirements.

Records to keep from bid preparation to buyer payment
StageYour next action
SAFCOL vendor registrationFollow the current supplier and bid-document instructions. Keep your legal company name and supplier details consistent. Registration and bid submission are separate steps.
SAFCOL awarded tendersRetain the award and the authorised contract or order for your business. A published result or panel appointment alone does not establish a specific order to fund.
SAFCOL PO funding requirementsBring the authorised order, current supplier quotations, delivery dates and requested company records. Keep the authorised procurement order separate from a timber purchase or an unaccepted quotation when presenting the transaction for assessment.
SAFCOL invoice funding requirementsFor our Invoice Discounting Solutions, provide the eligible unpaid invoice and evidence of completed, accepted delivery or services. Explain any deductions, disputes or missing acceptance records.

Cash flow for SAFCOL suppliers: map supplier payments and delivery costs against the buyer’s payment conditions. Funding for SAFCOL suppliers is assessed by Fund The People for qualifying public-sector tender-linked transactions; it is not a grant or funding issued by SAFCOL. If you need SAFCOL purchase order finance before delivery, use our Purchase Order Funding Solutions. Apply for SAFCOL PO funding with your order and matching supplier quotations. Eligibility and terms remain subject to assessment.

Price the work before you submit

Assess the actual operating site, freight distance, terrain or access conditions relevant to the advertised work. For machinery or equipment supply, check whether assembly, testing, training or spares form part of the specification. For recurring services, build the price around the authorised programme and measured deliverables, including the resources required before the buyer pays.

Turn the scope into a delivery budget. Separate goods, labour, freight, installation and other costs relevant to the work. Ask suppliers how long quotations remain valid and whether they can meet the requested dates. Map the cash needed before each accepted delivery or payment milestone. The tender addenda and briefing deadline guide helps you keep changes in scope and closing instructions visible.

Questions suppliers ask about SAFCOL tenders

Where can I find current SAFCOL tenders?

Start with the Fund The People Tender Portal to shortlist relevant opportunities, then open SAFCOL current tenders. SAFCOL publishes separate current-tender and RFQ information, with a broader procurement-opportunities section. Check both the opportunity type and its status. A forestry search can also return timber sales or other commercial activity; those results are not automatically invitations for your business to supply SAFCOL. Confirm that the notice is open and that the tender reference, closing information and issuing buyer match before preparing a response.

How do I download the tender documents?

Use the document link provided in the current official advertisement. Keep the specifications, pricing schedule, returnable forms and subsequent amendments together. Current tenders and RFQs have separate listings, so retain the pack for the precise reference and procurement type you intend to answer. A summary copied to another website does not replace the bid pack. If a document is missing or an instruction is unclear, use the procurement contact shown in that notice.

Does CSD registration complete my supplier registration?

CSD registration and an issuer-specific supplier profile are separate steps. Follow the current tender or RFQ's supplier requirements and requested CSD evidence. Where the scope involves machinery, forestry services or site work, check the technical experience, equipment and registrations required. A general supplier profile does not establish that a business can perform the specialised work advertised. Check the current bid instructions for the required supplier identifiers and supporting evidence. Keeping a CSD number does not demonstrate that every verification is complete, that a portal account is active or that a tender has been awarded.

Can a small business apply for these opportunities?

A small business should assess the requirements of the specific opportunity rather than assume that every SAFCOL bid is suitable. Confirm that your business has the equipment, technical capability and site resources required for the advertised forestry-related work. Check the capacity, experience, technical evidence and delivery requirements first. Bid for work your business can fulfil at the quoted price, and do not treat supplier registration as a promise of work.

Is there one submission method for every SAFCOL tender?

Follow the submission channel stated in the particular notice and any published amendment. An RFQ and a formal tender can prescribe different channels or returnables; follow the specific SAFCOL notice. Record the closing time as well as the date, and retain evidence of submission. An online listing does not by itself mean that email, an electronic upload or a physical tender-box delivery is accepted for every bid.

What should I check at a briefing or site visit?

Ask about operating-site access, the measured scope, equipment handover and delivery or service acceptance conditions. Where attendance is compulsory, check who must attend, how attendance is recorded and what the notice requires. Record questions and use the issuer's formal clarification process. A conversation at a site visit should not be treated as a change to the bid unless the buyer issues the relevant instruction or addendum.

Can Fund The People fund an awarded SAFCOL order?

Fund The People can assess an awarded public-sector transaction for the appropriate Funding Solutions. Present the authorised SAFCOL procurement contract or order and the supplier costs it creates. Explain the work location and delivery schedule. A timber purchase or a general commercial opportunity should not be represented as an awarded public-sector supply order. Fund The People assesses the documented purchaser and transaction. Provide the authorised order or contract, supplier quotations, delivery plan and the information requested for verification. Approval and terms depend on assessment; an award from a named issuer is not automatic funding approval.

Can a panel or framework appointment be used as a purchase order?

A panel or framework appointment may establish terms for future work, but it should not be presented as if the full contract value has already been ordered. Separate a recurrent service agreement or supplier appointment from the specific authorised instruction and its current costs. For a funding enquiry, identify the authorised call-off, delivery instruction or purchase order, its value and the immediate supplier costs. Explain how that order connects to the underlying contract.

What happens after delivery if an invoice is unpaid?

Once the contracted delivery or service has been accepted, an eligible unpaid invoice may be assessed for our Invoice Discounting Solutions. Keep the receiving site's accepted delivery or service record and any equipment handover evidence required by the order. Link invoice quantities to the actual accepted supply. Keep the invoice reference, amount, purchaser, acceptance evidence and payment conditions aligned. A purchase order alone does not prove that delivery has happened or that an invoice is approved for payment.

Is Fund The People an official SAFCOL procurement partner?

This guide does not claim a partnership or endorsement by South African Forestry Company SOC Limited. Fund The People provides tender discovery content and its own Funding Solutions for qualifying transactions. The issuing organisation controls supplier registration, bid requirements, tender evaluation and awards. Submit your bid through the official channel in the notice; submit a Fund The People funding application through our application page.
