Government Tender Application Tutorial: Prepare and Submit a Bid

A practical lesson for South African tenderpreneurs: find a suitable opportunity, read the bid pack, build a compliance checklist, prepare your price and submit through the buyer’s required route.

Beginner friendlyPractical tutorial + quizReviewed 14 October 2026

What you will learn

  • Decide whether an opportunity fits your business and delivery capacity.
  • Build a document and compliance matrix from the actual bid pack.
  • Prepare an evidence-based proposal and a realistic price.
  • Complete the submission check, retain proof and plan the next stage.

1. Understand the task before starting a bid

A government tender application is your response to a buyer’s published requirements. Finding a listing, registering a company and appearing on CSD are useful foundations, but they are not the bid itself. This lesson teaches the work between discovering an opportunity and submitting a checked response.

Begin with the company registration lesson, business banking lesson and CSD supplier registration tutorial if those foundations are incomplete. Keep the supplier’s legal identity consistent across the documents you use.

The output of this tutorial is a practice bid folder and a decision you can explain. Use one real tender pack for reading practice, or the fictional exercises below. Never submit a practice response accidentally.

2. Find the opportunity and verify the issuing buyer

Use the Fund The People Tender Portal to discover opportunities. Check the official buyer’s publication and the National Treasury eTender portal for the notice and available documents. The issuer’s instructions and amendments control the real submission.

Record the tender number, buyer, description, closing date and time, briefing details and contact route. Download the complete pack rather than relying on a listing summary. If the information differs between a discovery listing and the official notice, investigate the official position before acting.

Open our government, SOE and municipal buyer guides for context on the purchaser named in the opportunity. They help you navigate buyer-specific information; they do not replace that buyer’s bid pack or imply that every named issuer is a partner.

3. Make a reasoned bid or no-bid decision

Before drafting, test eligibility, technical capacity, delivery dates, location and commercial viability. Identify requirements that your business can evidence today, those needing clarification and those it cannot meet. Separate a desirable opportunity from one you can realistically fulfil.

Can we qualify?

Check the supplier type, registrations, required experience, briefing conditions and evidence stated in this particular pack.

Can we deliver?

Check quantities, specifications, people, suppliers, transport, lead times and the payment assumptions behind your plan.

Keep a short decision record. A no-bid decision can protect the business from spending time on a response that cannot meet a compulsory requirement. If a requirement is unclear, ask through the buyer’s published clarification route within its allowed period.

4. Turn the pack into a compliance matrix

Read the notice, instructions, specifications, evaluation criteria, schedules and contract conditions. Then create one row for every required item. This is a working checklist that connects the buyer’s requirement to your actual evidence, not a generic list copied from another tender.

RequirementWhere specifiedEvidence and ownerStatus
Required supplier particularsPack page and clauseCurrent records; administratorChecked / outstanding
Relevant experienceEvaluation sectionPermitted references; bid leadChecked / outstanding
Pricing scheduleNamed scheduleCompleted calculation; financeChecked / outstanding
Briefing and submissionOfficial notice and amendmentsAttendance and delivery plan; coordinatorChecked / outstanding

Use the document’s own distinction between mandatory requirements, evaluation evidence and contract obligations. Do not assume a missing compulsory item can be repaired after closing. Schedule a review early enough to resolve outstanding evidence.

5. Build the document pack for this tender

Start with the bid’s own checklist. The following preparation list shows common categories to inspect; it does not claim that every buyer requires every item in the same format.

Check issue dates, validity and certification requirements against the instructions. Keep the legal name and tender number consistent. Use truthful declarations, and obtain permission before including someone else’s private contact details or confidential project records.

6. Write a technical response the evaluator can follow

Organise your response around the requested specification and evaluation criteria. For each requirement, explain your method, provide relevant evidence and point to the document that supports it. A company profile can introduce the business, but it should not stand in for answers to the actual tender questions.

Describe who will do the work, what will be supplied, how quality will be checked and how delivery will meet the required programme. State realistic dependencies and supporting arrangements in the format permitted by the pack. Confirm a subcontractor’s role rather than presenting another company’s capacity as your own.

Proofread names, quantities and cross-references. A response written for a different buyer can leave contradictions even when its wording sounds professional.

7. Build and check a realistic price

Use current supplier quotations and the required pricing format. Include the costs relevant to the proposed delivery, then check quantities, units, transport, labour, applicable taxes and other obligations. Confirm how long quotations remain valid and whether they match the bid’s requested validity period.

Fictional training itemCalculation
50 units at R80050 × R800 = R40,000
Delivery allowanceR2,500
Other illustrated delivery costsR1,500
Illustrated cost subtotalR40,000 + R2,500 + R1,500 = R44,000
Illustrative bid priceR52,000
Difference before unlisted costs and taxesR52,000 − R44,000 = R8,000

These invented figures teach the calculation and are not a quotation or complete profit forecast. The R8,000 difference may still need to cover overheads, finance costs, risk and taxes. Replace each assumption with evidence for your real transaction and follow the required tax treatment.

8. Manage briefings, clarifications and amendments

Check whether the briefing is compulsory or non-compulsory, where it takes place and how attendance is recorded. National Treasury publishes opportunities with different briefing conditions and later notices. Read the conditions for the particular opportunity rather than applying a rule from a previous bid.

Record the clarification deadline and send questions through the stated official route. Track addenda, revised specifications, replacement schedules and extensions. Maintain a version list showing the document, publication date and the action needed in your response.

Before final review, return to the official publication and check for changes. A saved notice can become outdated if the buyer issues an amendment. Ensure the person preparing the price sees changes that affect quantities or delivery.

9. Perform the final check and submit correctly

The buyer’s instructions determine whether you must use a portal, deliver a physical pack or use another specified route. The national eTender publication portal should not automatically be treated as the submission destination for every advertised tender.

  1. Check that every required schedule, declaration and attachment is present.
  2. Review signatures, authority, totals, document versions and the supplier’s identity.
  3. Confirm the permitted submission route, destination, file or packaging rules and closing time.
  4. Allow time for upload, travel, access problems or other foreseeable delays.
  5. Retain the acknowledgement, receipt or other available proof and a copy of the submitted response.

Sending a file and receiving a verified submission acknowledgement are different events. Follow the actual system or buyer’s instructions. Do not rely on an unapproved extension or assume that a late response will be accepted.

10. Track the outcome and plan the delivery stage

Record the reference and check the buyer’s official outcome route. A submission receipt does not mean the contract was awarded. If the buyer requests clarification, verify the request and respond through the authorised channel without changing the offer outside the permitted process.

After a genuine award, review the contract or purchase order, delivery obligations and payment terms. Our Tender Funding Solutions and Purchase Order Funding Solutions concern eligible awarded transactions. Our Invoice Discounting Solutions concern the completed-work, accepted-invoice stage. Registration or a submitted bid does not itself establish funding approval.

Read our funding document guide when you reach the relevant stage, then use the separate four-step application below. Keep a lesson log after each bid: what was unclear, what took too long and what evidence should be prepared earlier next time.

Tender application questions and answers

Is CSD registration a tender application?

No. CSD records supplier information. A bid responds to the specific buyer’s requirements. Complete and check the supplier foundation, then prepare the tender’s own response, schedules and evidence.

Where should I find the official tender documents?

Check the buyer’s official publication and the National Treasury eTender portal. A discovery listing helps you find the opportunity; the complete pack and amendments provide the instructions you must follow.

Must I attend every briefing?

Read the specific notice. Briefings can have different conditions, including compulsory and non-compulsory attendance. Record the time, place and attendance requirements rather than assuming every opportunity follows the same rule.

What documents are required for every tender?

There is no single document pack that automatically satisfies every tender. Use its own checklist and instructions. Our preparation list helps you inspect the usual categories and identify the evidence requested for this opportunity.

Can I reuse a company profile from another bid?

You can use accurate company information where relevant, but adapt the actual response to the current specifications and evaluation criteria. Check buyer names, quantities, references and dates so an old response does not introduce contradictions.

Does the cheapest headline price always win?

Follow the evaluation method stated in the actual bid documents. Eligibility, technical requirements and the applicable evaluation criteria matter. Do not assume a low price fixes a missing compulsory item or proves the business can deliver.

Can I submit every tender through the eTender portal?

Do not assume so. Publication and submission are different functions. The buyer’s pack specifies the accepted submission route and destination; use that route and retain the available acknowledgement.

What if an amendment appears after I downloaded the pack?

Update your working version list and identify the effect on documents, price, specifications or deadlines. Recheck the official notice before final review and submission. A previous download does not override a later official amendment.

Does a submission receipt confirm an award?

No. It is evidence of the submission event described by the buyer or system. Track the official outcome separately and verify an award or order before making delivery or funding decisions.

When should I approach Fund The People about funding?

Explore the relevant requirements once you hold an eligible awarded government or municipal transaction or an accepted unpaid invoice at the appropriate stage. Use our funding application for transaction assessment; use the educational enquiry route for lesson questions.
