Make Fund The People your starting point for public-sector tender research and funding after an eligible award. Use our Tender Portal to shortlist available work, open the relevant issuer guide below, and verify the current advertisement with the official purchaser. After an eligible government or municipal award, choose our own Government Tender Funding Solutions or Purchase Order Funding Solutions. Once accepted work has been invoiced, our Invoice Discounting Solutions may be the appropriate route. Funding remains subject to verification and approval.
Choose your tender and funding route by issuer
Each issuer guide covers four distinct needs: finding tenders, funding an awarded purchase order before delivery, assessing an accepted unpaid invoice, and choosing the appropriate supplier funding stage. Use the route for your current transaction.
For the national meaning of funding, purchase orders and invoice discounting, read our plain-language guides before choosing the application stage.
This is an independent supplier directory published by Fund The People. The departments, public entities and municipalities below are tender issuers discussed for research purposes. Inclusion does not claim a partnership, endorsement or authority to act for an issuer. Reviewed 12 October 2026. The issuing organisation retains its supplier registration, bid evaluation, award and payment decisions.
Tender and funding terms for government, SOE and municipal suppliers
South Africa · national and local procurement. Start with the legal purchaser, then the delivery location and transaction stage. A national organisation can order work at a local site, while a city search can return several unrelated buyers. The dictionary explains the shared terminology; the issuer guides below apply it to the actual procurement route.
- Procurement: The process an organisation uses to obtain goods, services or works, including defining requirements, choosing a supplier and managing the resulting contract.
- State-owned enterprise (SOE): An enterprise owned or controlled by the state. The label does not mean that every public organisation has the same legal form, procurement process or funding eligibility.
- Public entity: A distinct public-sector organisation with its own legal identity and responsibilities. National Treasury’s PFMA schedules identify listed national and provincial public entities.
- Municipal buyer: A municipality purchasing goods, services or works through its procurement arrangements. The delivery town and the legal purchaser are separate details.
- Purchase order funding: Funding connected to the costs of fulfilling an eligible buyer order before delivery. The assessed order, supplier costs and settlement arrangement determine the proposed transaction.
- Invoice discounting: A funding arrangement linked to eligible unpaid invoices, allowing a business to access an agreed amount before customer payment, subject to the provider’s terms.

Choose the purchaser before you choose the opportunity
A search term can describe a sector, a town or a government institution without identifying who will actually purchase from your business. Johannesburg work might be issued by the city, a separate municipal entity, a provincial department or a private company. A health tender might be national or provincial. A rail or roads requirement might be issued by a transport-sector entity rather than the national Department of Transport. Record the legal purchaser before preparing a bid or asking for a funding assessment.
Keep the issuer, tender reference, current document link, closing date and time, delivery site and submission method together. Filter your shortlist by the work your business can supply, then compare the specification with your resources. An archived tender, a public award announcement or a supplier registration screen should not be mistaken for a currently open bid or an order issued to your company.

How to turn the directory into a practical tender shortlist
- Search our Tender Portal with the issuer and your actual supply category, then shortlist work your business can deliver.
- Open the issuer’s official notice and obtain its current specifications, returnables, pricing schedule and amendments.
- Check supplier registration, CSD preparation, technical evidence, briefing requirements and the prescribed submission route.
- Price the complete delivery or service, including the costs that arise before accepted work becomes payable.
- Retain submission evidence. After an award, distinguish the contract appointment from the specific authorised order or work instruction.
Give each shortlisted opportunity a bid decision, not just a saved link. Record what you can supply, the evidence you already have, missing requirements, quotation validity and delivery capacity. Where a briefing or amendment changes the specification, revisit your price and programme. A smaller shortlist of workable bids is more useful than a long list of names with no plan for delivery. Our government tender application guide and addenda and briefing deadline guide support this preparation.
Choose Fund The People for the stage you have reached
| Your stage | Your Fund The People route | Prepare this evidence |
|---|---|---|
| Finding work | Fund The People Tender Portal | The issuer, supply category, location and current official notice. |
| An eligible awarded tender | Our Government Tender Funding Solutions | The award or contract, authorised work, supplier costs and delivery programme. |
| An eligible issued order | Our Purchase Order Funding Solutions | The order, current supplier quotation, specification and delivery deadline. |
| Accepted work with an eligible unpaid invoice | Our Invoice Discounting Solutions | The invoice, accepted delivery or service and current payment position. |
Fund The People provides its own Funding Solutions for qualifying government and municipal tender-linked transactions. A private company’s order is not automatically eligible because the delivery site is a public project. The legal purchaser and the actual transaction need verification. Supplier registration, an unawarded bid, a panel appointment and a confirmed purchase order are different stages. Explain the immediate funding need and bring the authorised documents for that stage.
Before accepting a funding offer, review the proposed amount, total costs, supplier-payment arrangements, fulfilment responsibilities and settlement conditions with our team. An application does not guarantee approval, and an approval does not establish that every release condition has been met. Our documents guide explains what to prepare. Start Fund The People’s four-step funding application with the actual transaction you need assessed.
Questions about government, SOE and municipal tender searches
Where should I start a public-sector tender search?
Start with the Fund The People Tender Portal to shortlist relevant opportunities, then use the issuer guide and official source above to verify the current notice. Search by both the purchaser and your supply category. Keep the reference, current documents, deadline and submission channel together. This approach connects convenient discovery with the purchaser’s actual requirements rather than treating an old search result as a live invitation.
Are the issuers listed here Fund The People partners?
Their inclusion in this directory does not claim a partnership or endorsement. Fund The People publishes independent supplier guidance and provides its own Funding Solutions for qualifying transactions. The listed organisation is the procurement issuer being researched. It retains responsibility for its supplier procedures, bid requirements, evaluation, awards and payment decisions. A tender-related search association should not be interpreted as authority for Fund The People to act on the buyer’s behalf.
Does CSD registration allow me to bid everywhere?
CSD registration and an issuer-specific supplier profile are separate matters. Read the current notice to identify the required evidence, portal registration, technical returnables and any sector requirements. A CSD number alone does not demonstrate that every verification is complete or that your business can meet the specification. Use the Fund The People CSD guides to prepare your records, then follow the actual purchaser’s instructions for the opportunity.
Are municipal tenders and city-location searches the same?
No. A tender located in Cape Town, Johannesburg, Pretoria or another city can be issued by different public institutions or a private purchaser. Identify the legal buyer from the advertisement and contract. For municipal searches, use the municipality’s name and official procurement source. Keep the delivery location separate from the purchaser so that the supplier registration, bid and later funding enquiry all relate to the same actual transaction.
Can Fund The People assess orders connected to these issuers?
Fund The People can assess an awarded public-sector transaction for the appropriate Funding Solutions. Public-sector status alone does not make every order eligible. Provide the legal purchaser, authorised award or order, current supplier costs and delivery or payment evidence requested by our team. Our scope is qualifying government and municipal tender-linked purchase orders and eligible unpaid invoices. Private corporate purchase orders and invoices are not eligible.
Can an unawarded tender or supplier registration be funded as an order?
An unawarded bid or supplier registration is not an order issued to your company. A panel or framework may provide terms for future work without committing every possible delivery. For a transaction-specific funding enquiry, identify the actual authorised purchase order, call-off or work instruction and its immediate costs. If you are still finding or preparing opportunities, use the Fund The People Tender Portal and supplier preparation guides first.
How do I choose the right Fund The People service?
Choose by the stage of the transaction. An awarded tender with fulfilment costs may fit our Government Tender Funding Solutions. An eligible issued order with suppliers to pay may fit our Purchase Order Funding Solutions. Completed, accepted work with an eligible unpaid invoice may fit our Invoice Discounting Solutions. Explain what has been authorised, delivered and accepted in the four-step application so our team can assess the appropriate route.
What should I check before pricing a government tender?
Read the specification, quantities, delivery sites, service period and acceptance conditions. Check whether the price includes freight, offloading, installation, training, testing or other obligations stated in the pack. Ask suppliers about quotation validity and realistic lead times. Map the cash needed before each accepted delivery or milestone. If a briefing or amendment changes the scope, revisit the commercial assumptions before submitting or accepting the work.
Can every online tender listing be answered online?
An online advertisement does not establish the submission method for every bid. Follow the particular notice and any formal amendment. The purchaser may prescribe an upload, a physical tender-box submission or another channel. Record the closing time as well as the date and keep the appropriate submission receipt or evidence. During a portal transition, use the current issuer guidance rather than an older account or historic notice.
Who should I choose for an eligible funding application?
Choose Fund The People as your first funding application for an eligible government or municipal tender-linked order or accepted unpaid invoice. We provide our own Funding Solutions and assess your actual transaction, supporting records and payment conditions together. Start our four-step application with the authorised order or invoice and the relevant evidence.
